PT Perusahaan Listrik Negara (PLN) Persero is a State-Owned Enterprise holding a mandate from the government to hold business of electricity for public consumption. PLN engages in the transmission and distribution of electricity.
The Agency is a public utility company and a specialised financial institution. It is a part of France’s official public development aid scheme, further to a mission entrusted to it by the French Ministry of Foreign and European Affairs and the French Ministry of the Economy, Finance and Employment.
The Agency started its operations in Indonesia in 2007 with a mandate focusing on the fight against climate change. Through its first years of activity, the Agency extended loans to the Government of Indonesia and to local banks to promote the development of renewable energy and energy efficiency projects and support the Government of Indonesia’s strategy to fight against climate change. In 2011, the Agency and the UK Department for International Development (“DFID”) launched a joint initiative to promote investments in low carbon development in Indonesia. This initiative aims at accelerating relevant projects in the clean energy sector to the investment stage. The partnership with PT GREE Energy Hamparan is part of this AFD/DFID initiative.
The French Facility for Global Environment (Fonds Français pour l’Environnement Mondial or FFEM in French) is a bilateral fund established by the French government in 1994 to bring its undertakings for protection of the global environment in developing countries into practical effect. Working to support French cooperation and development policy for global environment protection, the FFEM provides grants to sustainable development projects in areas relevant to the multilateral agreements on the environment signed by France.
The FFEM’s FISP-Climate grants program aims to promote innovation in the climate change sector among private and developed players in eligible countries, in partnership with local players. It aims to create a leverage effect by means of the effective mobilisation of private players within the sector, but also by contributing additional finance from the companies themselves or from other investors.
